Hempsons welcomes new procurement partner Tim Dennis

We’re thrilled to welcome Tim Dennis, who joins our Procurement team in the Newcastle office today.

Tim has two decades of experience, previously having worked at two international law firms. He specialises in commercial disputes, particularly those involving procurement related issues. He has acted in several high profile and leading procurement cases in recent years, and regularly advises both contracting authorities and economic operators in relation to challenges following breaches of the Public Contracts Regulations and Utilities Contracts Regulations. He regularly provides training to clients on procurement litigation case law and strategy. Tim joins us from DAC Beachcroft.

Speaking of his new appointment, Tim says: “I am really pleased to be joining Hempsons, continuing to focus upon procurement and commercial disputes. The procurement landscape is changing, both within health and more widely. I am looking forward to working with the team to help clients maximise the opportunities, and navigate the challenges, which are sure to lie ahead.”

Procurement is in a process of evolution and will soon be changing substantively:

  • New procurement regulations are expected in 2023.
  • The Provider Selection Regime regulations that will set out the regime for the commissioning of healthcare services are expected later this year, and will change how healthcare services are commissioned.
  • New PPNs and guidance are being published.
  • Procurement challenges continue to be issued.
