The new NHS commissioning landscape
NHS care is now commissioned by a range of new NHS bodies, which began their commissioning role on 2nd April 2013. Clinical Commissioning Groups, led by GPs and other clinicians, are responsible for commissioning a wide range of healthcare services, supported by a network of Commissioning Support Units. In addition, NHS England manages the performance of those CCGs through its Area Teams as well as commissioning a range of healthcare services itself, such as primary care services (provided by GPs, dentists and opticians), specialist healthcare services and prison healthcare.
Hempsons has assisted CCGs and CSUs with their authorisation and establishment process, and are advising many CCGs on a range of issues including:

- Procurement and competition regulations
- The Francis Report and its implications for commissioners
- Continuing healthcare
- HR related matters
In order to assist new NHS commissioning bodies with their responsibilities, we will be running a comprehensive programme of seminars focusing on the key legal issues for commissioners.

The Commissioning Support Units emerging nationally perform a key role in the new health system, ensuring that CCGs have access to resource and expertise in commissioning, patient engagement, IT support, finance, governance, procurement and contract management. Hempsons has been active in supporting CSUs in establishing their initial governance structures and service offerings and “at scale” services.
