Procure 21 aims to deliver effective projects on time, on budget and without disputes – and with the added benefit of reduced legal involvement compared to other procurement routes.  Nonetheless, the standardised documentation (based on the NEC form of contract) is rather different to the documentation often used on building projects and this unfamiliarity can cause its own difficulties. Issues and incidents can emerge where timely legal input can prove helpful, without derailing the Procure 21 'partnering' principles.  For example, a legal view on the contract bundle prior to contract execution at stages 3 and 4 of the Procure 21 process can help to ensure certainty of contract terms including price and specification.
