The next step for PCTs

PCTs need to continue to develop and review proposals for the divestment of their directly-provided community services, but in doing so ensure in particular that proposals:

  • have been tested with GP commissioners and local authorities;
  • are consistent with the aims of the White Paper in strengthening the delivery of public health services and health services for children;
  • consider the implications for choice and competition;
  • consider a wide range of options, including the development and early delivery of Community Foundation Trusts and Social Enterprises, providing employee leadership and ownership; and
  • ensure effective engagement of staff and their representatives when considering options.

The most likely options for organisational form will be horizontal integration (with another community provider), Social Enterprise or, for those approved applicants, Community Foundation Trusts. Vertical integration with an acute or mental health provider can also still be considered.

The White Paper proposes that some Foundation Trusts, particularly smaller organisations such as those providing community services, may be transformed into employee-led Social Enterprises.
