Rossendale LIFT Scheme

In November 2008 we represented NHS East Lancashire on their phase 5 Rossendale scheme with a capital value of around £10 million.  The scheme involved 2 sites with a staggered construction programme that featured the demolition of a former mill and existing health centre and the provision of a health campus including a birthing centre, pharmacy and ambulance depot as well as community health services.  Planning obligations resulted in a significant contribution towards public art and additional benefits to the Rossendale community.

One of the novel features of this phase was that there was no bank involvement to contribute the capital funding because the PCT was contributing the capital costs.  As a result, the ownership of the facility reverts to the PCT on the expiry of the LPA.  This innovative structure entailed detailed amendments to the standard documentation and altered the transactional dynamics, notably around key performance indicators and lifecycle costs.

We enabled the project to reach financial close within tight pre-agreed timescales by working closely with the PCT, its financial advisors and through our constructive and effective relationship with the professionals representing LIFTco.

Currently we are advising the PCT in connection with the relocation of a pharmacy into the new facility taking account of the pharmacy regulations.  Additionally, we are dealing with GP ULPAs and securing leases in the completed facility for the provision of services under Equitable Access.
